
Preserving Community Through Affordable Housing
Community Housing Resource Inc. (CHR) was formed in 1996 as a private company whose mission is to provide affordable housing opportunities for year-round residents of Cape Cod. We develop and manage rental and home ownership properties in Provincetown, with additional developments underway in Truro and Wellfleet.
With the completion of Meadow Road, CHR has created 97 year-round homes, and 52 art studio workspaces. Of these, 61 (63%) are deed-restricted affordable. CHR is in the process of developing an additional 71 year-round homes and 6 non-residential artist studios. Upon completion of these developments, CHR will have created 116 affordable homes (64% of its development). CHR is the largest provider (public, private, non-profit, or government entity) of affordable housing on the Outer Cape.

CHR is owned and managed by Edward "Ted" Malone, who has been active in the affordable housing field for over thirty years. Ted's undergraduate education was in planning with a degree in Urban Studies / Environmental Design from the University of Connecticut. Over the years he has also pursued graduate study in Housing, Community Development and Architecture.
He has been involved in affordable housing issues on Lower Cape Cod for fifteen years and began housing development consulting here in 1993. He has also been working as a private developer of affordable rental and home ownership housing in Provincetown, where he has lived since 1991, and other lower Cape communities.
Prior to his work on the Cape, through his work for the national non-profit Neighborhood Reinvestment Corporation, Ted has provided technical assistance to groups representing every interest in the affordable housing development process. He has served as full time executive staff, interim staff, and consultant to start-up and established non-profit organizations. He also served as a facilitator / trainer for community based groups pursuing affordable housing solutions. He is a well versed in housing policy and is skilled as a researcher and policy analyst. During his years with Neighborhood Reinvestment, Ted was instrumental in the design and implementation of the organizational development process and housing development process for Mutual Housing Associations of the national NeighborWorks Network.
In addition to Ted, CHR presently employs five professionals: Khristine Hopkins, Resident Intake Coordinator and bookkeeper; Pam Parmakian, Property Management Coordinator; Monica Stubner, Construction Manager; Arturo "AJ" Alon, Maintenance Coordinator; and Jim Pipilas, Marketing Director. Underlying the technical expertise of the CHR staff is a foundation of affordable housing advocacy and community service.
